This marks a significant shift in Dresden's shared micro-mobility landscape, following a city tender process in May 2025. Lime, a previous dominant e-scooter provider, has reduced its e-scooter fleet as its contract with the city expired at the end of July 2025 [1][3].

The city has implemented a new permit and fee system, replacing earlier cooperative agreements with providers. This aims to better control and harmonize sharing services. Providers must comply with "Sharing-Leitlinien Mobilität," which sets rules to ensure a balanced and city-friendly distribution of vehicles. For instance, no more than 30% of scooters are allowed in the city center, and at least 10% should be in the outskirts [2][3].

Additional rules include mandatory photo documentation of parked vehicles, geo-position verification before rental ending, sensors detecting if scooters lie down, and quick response times by providers to manage improper parking. Temporary Transitional Issues
